If I buy a 5oz nt.wg. bags is that include contents ,air & bagging

Or say I bought a 5oz.  bag of pretzels. The package reads Net Wt. 5oz  (141g)  is that the true weight of the contents? Or does that include the air, packaging & product. ?    Also how do i deduct the air in packing of a product from the weight on entire unopened pkg.? I was never good at math now  at 62 I need to know this answer because I am trying to figure cost of making a product that includes these measurements

I believe net weight is the weight of the product.  Gross weight would include the packaging and the air.
