1 gallon = 128 ounces
25 x 12 = 300
300/128 = about 2.3 gallons needed
3 gallons since you can't get partial gallons
BUT if he didn't want to fill the cup entirely to the top and just put in 10 1/4 ounces in each 12 ounce cup
then 25 x 10 1/4 = 256 1/4 He could virtually fill all 25 cups with just 2 gallons
