Observation is the generally taught first step in the scientific process.  For example: I observe that the moon, when full, always rises in the east around dinner time.

Observe.  That is you "make an observation", and that is the start of a scientific investigation.  If you've already made the observation, then one would say that the "first" step would be to formulate a hypothesis/ask a question that is consistent with your observation(s).
