.013 = 0.013 = 13/1000
0.05 = 5/100 = 1/20
0.013 < 0.05
0.013 is less than 0.05
Just as with positive whole numbers, the farther to the left in the number
the digit is located, the greater it's value.
The same holds true for the numbers behind the decimal point.
Note that one can add zeroes at the right end of a decimal number without
changing the overall value. Look at the numbers you have:
0.05 = 0.050
0.013 = 0.013
13 is less than 50 ... 0.013 is less than 0.05
