Assuming that your response variable is called "Y" and your explanatory variable is called "X", the r square value is the percentage of total variability in Y that is explained by X. You have variation in your Y values. 13.2% of this variation can be explained by your X variable.
With an r value of 0.636, there is a positive linear relationship between X and Y. In other words, as X increases Y tends to increase in a linear fashion. A perfectly positive linear relationship would have an r value of 1.0. No linear relationship would have an r value of 0.
