The answer is (a). Iraq had invaded its neighboring, oil-rich country of Kuwait. Iraq wanted the oil and the sea ports that Kuwait had. The US and the UN (United Nations) condemned the invasion and issued an ultimatum for Iraq to withdraw. When Iraq failed to withdraw, the US and its allies launched an air campaign against Iraq, including its capital, Baghdad. After an intensive 30 day air campaign, the US and its allies launched a land invasion into Kuwait and eastern Iraq from Saudi Arabia and destroyed most of Iraq's invading forces and forcing the withdrawal of the rest. The US ceased the land battle once all Iraqi forces were out of Kuwait and no longer presented a threat. The US did not demand that Saddam Hussein, Iraq's dictator, step down from power.
Iraq did not attack US forces until the land campaign. Osama bin Laden, a terrorist that US wanted to capture, was hiding in Pakistan, not Iraq.
