What they are trying to say is: if 1/3 of a number exceeds 2/7 of the same number by one, find the number.
Solution:
(1/3)x = (2/7)x + 1
(1/3 - 2/7)x = 1
(7 - 6)x/21 = 1
x/21 = 1
x = 21
Explanation:
1/3 of 21 is 7, which exceeds 2/7 of 21 (that is 6) by one

If not, then please fix the post since the question is not clear...
It may mean to say: If 1/3 of a number exceeds 2/7 of itself by 1 ....
1/3 of a number: (1/3)x
exceeds 2/7 by 1: = 1 2/7
The equation is (1/3)x = 1 2/7
Turn the mixed number into an improper fraction
(1/3)x = 9/7
Multiply both sides by 3
x = (9/7)(3)
x = 27/7
x = 3 6/7
