(√y+5 ) VS (5) WHY BOTH ARE NOT POLYNOMIALS ?

In polynomials, (√y+5 )is not polynomial. As stated in textbook but (5) is a polynomial(monomial) because 5 * x° =1. Then (√y+5) also has the digit 5 then why it cannot be a polynomial
