As written, the question is either an essay question or requires a few sentences to answer.  

 

You might rewrite it to say, list 3 or 5 or some number if ways the Indian Act .....

 

That lowers the difficulty level of the question.

 

To make it a more difficult question, you might say something like....Compare and contrast what relations would be like between the British and Aboriginal Peoples with and without the Indian Act.  Use facts to back up your conjecture.
