In order to understand this question, you need to know what kind of cell is in question. In prokaryotic cells, the nucleus is not membrane-bound, thus the process of transcription and translation take place at the same time in the cytoplasm. The reason for this is based on the DNA having easier access to the ribosomes in the cytoplasm so translation can occur. In eukaryotic cells, transcription takes place in the membrane-bound nucleus and then moves into translation through the ribosomes in the cytoplasm.
