Something about "3" and "8" produce "10."
If this is a Base 9 counting system, the numbers would be:
0 1 2 3 4 5 6 7 8 9 A 10 . . . [note: "A" is just a digit here]
Start at 3 and move 8 places to the right (on the number line) results in 10.
There are also other, slightly trickier, answers. For example.
3 ("Three") has 5 letters and 8 ("eight") has 5 letters. The total is 10 letters.
So, 4("four") + 5("five") = 8
Can you think of other "tricks?"
