1 lb. = 16 oz.
1 1b./16 oz. or 16 oz./1 lb.
When you are changing from one unit to another, you use whichever form of 1 is needed to get you to the units you want in your answer. If you have 4 lbs. and want oz. you would multiply by 16 oz./1 lb. If you have 48 oz and you want lb, you'd multiply by 1 lb./16 oz.
Hope that makes sense to you.
