I copied this from the Internet: ‘Green cover’ refers to a broad range of strategies to integrate green, permeable and reflective surfaces into cities and towns, which are home to 89 per cent of our population.
 
I think, therefore, that an example of green cover would be planting a full garden on the roof of a building.
