I am assuming that you are asking the equation of a line that passes through (-1, -3) and has a slope of 5. If so, let the equation of the line be
y = mx + b where m is the slope. Then, we can write
-3 = 5*(-1) + b
-3 = -5 + b
b = 2
Then, the equation of the line is
y = 5x + 2
