If he drinks 12.8, then our fraction is 12.8/64.  Set that equal to x/100 and cross multiply.

 

64x=1280, so x= 20%

 

Anytime you have percent, remember it's out of 100.  Make your fraction and set it equal to x/100 and cross multiply.
