No worries! All of us, including tutors sometimes run into a wall due to over-thinking. So, it is okay and try not to be so hard on yourself.
When rounding, if you are rounding to the nearest cent, you want to place a mark directly underneath the hundredths position, while keeping in mind the first number located immediately to the right.
In the number you provide (.3975) that hundredths position is the 9. Once you locate that number, look immediately to the right (the thousandths) and you will be able to make your decision as to whether to round up or let it go. Do you see it?
When you talk about a number with decimals and the number is less than 1 (as in your example) going from left to right of the decimal you have:
