Many parts of skeletal system first develop as soft cartilage for the functional purpose: such flexibility of fetus for passage through birth canal.
Eventually, the neonate (new born) develops and becomes stronger. During this phase chondroblast stop differentiating int chondrocytes and are taken over by osteoblasts that differentiate into osteocytes and complete the growth of solid bones, later replace cartilage.
The only role chondroblasts play in bone growth is that they slow down in division and proliferation thereby allowing osteoblasts to differentiate in osteocytes and complete bone growth and development.
