Poppies usually have to be planted each year. Poppies, therefore, would be considered

I think that the answer is a. Am I wrong?

Poppies are annual plants. It does not matter whether people plant them annually, but does matter that they die at the end of the year and generate seeds. The seeds are for next generation. For perennial plants, sometimes, people also like to grow each year in order to make them in an even larger area. To plant the seeds does not mean the plants are annual plants.
