This is a linear problem. Where temperature drops at a constant rate of 1f/ 3 hrs ( Slope)
T =- 1/3 h + R
Where R in graph represents the Vertical intercept.
I think that the problem assumes that , temperature drops from normal body temperature which is 98.6F
after 3 hours drops 1 F.

In that case:
T = -3 h + R
and after 3 hrs drops 9° F , I don't think that is surviving temperature.
