This may look confusing, but you should combine like terms (-4x-4x is really -8x) & do the arithmetic to make it become clear:
-8x=64
Now you simply solve for x by dividing each side by -8.
-4x-4x=67-3
 
First, do the subtractions on both sides of the = sign
 
-8x = 64
 
Now divide both sides by -8 to get the answer.  Hint: -8x/(-8) = x
