The British government on Thursday estimated the cost of hosting the 2012 Olympics in London at 9.3 billion pounds, nearly four times initial projections. When Britain won the Olympics in 2005, the games were expected to cost 2.4 billion pounds.

Since we are talking about the same unit-billions, we can disregard that and just deal with the numbers.
9.3 divided by 2.4 = 3.875
To get a percent, we multiply by a 100 so 387.5%.
The projections increased by 387.5%.
