If the fruit seller sold 40% of the apples he had originally, that means he did not sell 60% of those apples [note: 100% is all of them].
Since 420 = 60% of the number of original apples, 420=(60/100)x
then 10% is 70
and 100% is 700 (100/60)(420) = x
700 = x
Check:
If the fruit seller had 700 apples and sold 40% (that is, sold 280), he would still have 420 apples (that is, 700-280).
