Please keep in mind that impeaching is not the same as removing from office.  To impeach is to authorize the Senate to put the President on trial.  If convicted by 2/3 of the Senate, then the President is removed from office.  The House of Representatives has the authority to impeach, by simple majority.  Then it goes to the Senate, which must try the President, and can convict with a 2/3 vote.  Upon conviction, then the President is removed from office.
