A ratio based Question

Imagine you have a list of paired values x,y. the goal is to compare all values until you have the best possible pair. The smaller X, the better. The larger Y, the better. Although Y is more influential then x. For example (4,10) is better then (1,5). Even thought 1 is less then 4, the difference between y is more important to an extent. That extent is a ratio I need to decide and apply to solve for the best x,y, pair. Is there a formula that will return a value for each pair that I can compare to determine the best pair?

Naive approach is to calculate Y-X for each pair (X,Y).
