Write the given line's equation point slope form (i.e., y= mx + b),
5x - 3 y =18
3y = 5x -18
y = 5/3x - 6
You will see that the slope is 5/3
then the slope of the line perpendicular to it will be
-1/(5/3) = -3/5
If you plug in the values of x and y, you can find the y-intercept, b.
