Populism is generally defined as, "a political doctrine that proposes that the common people are exploited by a privileged elite, and which seeks to resolve this" (Wikipedia).
Though there would be a valid argument for (D), as many African Americans and immigrants have been "exploited by a privileged elite," populism is generally not concerned with minorities such as those, and is generally more focused on the plight of lower-class, white people (i.e. farmers and the working class).
