The clues to focus on here are "actions" and "another branch of government"(than legislative).
Let's consider each answer in turn: A) is an ACTION by the EXECUTIVE branch which prevents a bill from becoming law (so, limits the power of the legislative branch for this bill, anyway)
B) passage of law -- vague, refers to the entire process of proposing, debating, amending, voting, and presidential signing or pocket-signing (allowing to pass by not vetoing in the prescribed time period) -- doesn't LIMIT that law, really, hence doesn't LIMIT the power of the legislature in passing it
C) periodic elections - not an action by either of the other 2 branches of government!
D) Constitutional amendments -- these occur by legislative action (including by the states), so not by a different branch
