Typically in ancient China policies, we call it CONFUCIANISM INSIDE AND LEGALISM OUTSIDE. INSIDE here means Confucianism where exist commonly in citizens' thinking and values. OUTSIDE means that the government published legal provisions to the public. The rulers combined these two views to create Chinese society order.
Daoism,cure and inaction,govern by noninterference. Because of its characteristic which is not positive enough, just for very special period in the history, such like the early Han, the early Tang. The way to rehabilitate the weak society after a long time civil war.
By the way, Qin(B.C.221-B.C.236) was the dynasty by pure LEGALISM. Just existed only 15 years.
