so we need to isolate the numbers on one side and the variables on the other so: 

2000 + 0.03x = 0.15x

         - 0.03x    -0.03x

2000 = 0.12x <-- This is the new equation

 

Now: The 0.12 is being multiplied to the x, so we do the opposite to remove it from the x and take it to the "numbers side"

 

so:
