40%*3=0.4*3=1.2

10%*2=0.1*2=0.2

1.2+0.2=1.4

3+2=5

1.4/5=14/50=28/100=28% (answer)

or you can choose a certain number of people such as 100 people

3+2=5

100/5=20

20*3=60 men and 20*2=40 women

40%*60=24

10%*40=4

(24+4)/100=28/100=28% again
