He did actually propose it to Congress as part of his plan for the Reconstruction of the South, but many members of Congress rejected it, saying it was too lenient on the Southern states. They wanted to penalize the Southern states more for their secession, so Congress voted a harsher Reconstruction plan than Lincoln's proposal. He found it unacceptable, and he used the "pocket" veto to kill the harsher plan. So neither his 10% plan nor the harsher plan were implemented. After Lincoln's death, the task of Reconstruction went to the new President, Andrew Johnson.
