The equation  of the first line  can be rewritten as 

 

4y = -3x + 12

 

y = - 3x / 4 + 3

 

 

 

The equation of the second line can be rewritten as

 

-3y = -6x + 4

 

y = 2x - 4/3

 

These lines are neither parallel nor perpendicular.
