What you need to use here is the point-slope formula:
y - y1 = m(x - x1)
We are given the point (-1, 7), so we put the coordinates in:
y - 7 = m(x - (-1))
We are given the slope of -2/3, so that's our m:
y - 7 = -2/3(x + 1)
Your teacher probably wants this converted to slope-intercept form, so let's do so:
y - 7 = -2/3 x - 2/3
y = -2/3 x + 6 1/3
You can put the coordinate values in to see that both sides equal one another.
