I'm assuming that that starting temperature is the temperature 6 hours ago.  

If the temperature droppd 17F in 6 hours, that means that 6 hours ago it was 17F higher.  Since the final Temp is -3F, the starting temperature is:

 

-3F + 17F = 14F
