Lizards do not have either of those, hairs are the adaptations in mammals as they evolved to be warm-blooded animals from their cold-blooded ancestors.
Likewise opposable thumb is a very specific adaptation in homosepia, its variations or rather stages of its evolution are evident in other primates but it is not universally present in all primates.
Lizards are reptiles, have different skin features specific for their orders; features vary based on genus and species in question. Some reptiles lose upper limbs (such as snakes) and some have other specific adaptation from webbed upper limbs to digital ones. However, opposable thumb is not one of those.
