Checks and ballances. This is talking about the powers that the Senate has over the President. They must approve treaties that the president signs. Bill Clinton signed several treaties that the Senate did not approve, and so they did not go into efffect. The Senate also must approve Ambassadors, public Ministers and the Judges of the Supreme Court. They can retain the right to appoint all minor appointments as well, or delegate them to the president or other agents.
This is clearly checks and balances. The Senate is supposed to keep a president from running rampant.
