Eocell with the little "o" on it means the Electromotive Force (EMF) of the cell, specifically when all of the cell components are at standard conditions. For the purposes of chemical thermodynamics and electrochemistry, "standard conditions" means 298K and that the concentrations of everything are "1". If your components are aqueous, this means they are at 1.00-M concentration. If they are gaseous, the pressure of that component is 1 atm.
Therefore, Ecell will equal Eocell when this is true - when everything is at standard conditions! :)
