Yes, Mark is on the money. The problem TELLS you that x is the value of the sister's gift. This makes the brother also x and the mom and wife each 2x.

Doesn't the problem tell you that the sister's gift is HALF of the mom's gift so mom=x and sister =(1/2)x?

Dayna, it is tricky! Again, the problem specifically states "Let T represent Ted’s total budget and x represent the value of his sister’s gift." Since the sister's gift, x, is half the mom's, the mom's is twice the sister's and therefore 2x.
If the problem stated that the mom's gift was x, then the sister's would be (1/2)x, so you are right there, but you can't change what the problem defines.
