Basically, it was single British administration that was very organized yet insensitive to needs of Indian people and Indian culture in general. British administration was geared towards helping Britain in retaining its supremacy in the word and gain financially through colonies of British empire: India was its Golden goose laying golden eggs!

 

Therefore, British administration created a second layer of administration that was controlled by main British administration in India, however, these local administrators were hand-picked Indians (Maharajahs, mukhiyas in villages etc.) that ruled local people based on the guidelines of central British admn. of New Delhi. This dual system allowed Britishers to keep their hands clean while local administrators exploited the villagers, poor and uneducated people. This was the major set-back for Indian people.

 

Second ill effect was the fact that these  poor and uneducated people worked hard but the fruit of their labor went to 2 administrations. 

 

Third ill effect was that both administrators kept the minds of  real workers away from their exploitation by depriving them with education. Therefore, their poverty and illiteracy has continued for generations.
