Assume number of shovels as X 

 

So, number of pulaskis will be 3X

 

Now,

 

X+3X= 20

4X=20

X= 20/4

X=5

 

If X=5

then 3X= 3*5=15

 

So, 5 Shovels and 15 pulaskis
