So you would measure the drawing of the plaza.
For area you would measure all the sides that are needed to find the area and multiply them together. Usually this is just length and width.
Once the area is calcualted in inches(from what you measured) mutiply by your scalar. In this case your scalar is 1.5 feet.
Then all that is left is to round to the nearest feet2
