What a question! It assumes that rational prediction is possible--but it's not certain that applies in today's environment, where the government has so many actors, not all of whom are predictable or responsible.
Then, too, is the goal of encouraging the spending of money a valid goal (or are some qualifications needed?). Does this spending include running up personal debt? And is that a good thing?
An open-ended question is not the same as a TRUE/FALSE multiple choice question--there's an almost infinite context of social and ethical considerations. I hope that these cautionary ideas lead you to an appreciation of how depth of knowledge and understanding are important in all decisions.
