1% = .01 (percent comes from the Latin for 'for each hundred')
100% is the whole thing and is equal to 1.
So if 60% were in the club you know that 40% were not in the club.
40% = .40 (forty hundredths)
so you multiply
.40 x 30 students = 12 students were not in the club.
If you think about it just under half of the students were not in the club which goes along with your answer as well.
