If you are looking for a word or phrase to put after too in the sentence you give in both your question and the description field in order to make it both a grammatically complete sentence and a true statement, I believe a word like weak would be appropriate, though probably a more descriptive synonym would be better (I might suggest impotent, but that word has some unfortunate connotations). The major reason that the Articles of Confederation were eventually replaced by the Constitution was that the Articles gave relatively little power to the federal central government and left the states quite autonomous, with the result that not much was ever accomplished at the federal level since the states by themselves remained too "strong" in their positions of relative independence and self-interest which was contrary to and denigrated the entire concept of national unity fostered by the American Revolution.
