When given a slope and a point, we need to begin with the point-slope form.
y-y1 = m (x-x1)
y-3 = (1/2)[x-(-2)]
y-3 = (1/2)[x+2]
y-3 = 1/2 x + 1
y = 1/2 x + 4 <--- this is the slope intercept form
