Since the equation has the slope-intercept form y = mx + b, you can read off m = -2/3 and b = 3.
The point (0,3) lies on the graph, because that is the y-intercept.
You can get a second point by using the fact that the slope is rise/run. Here, choose rise = -2 and run = 3. Then, if you start at the point (0,3), move 3 units to the right, and then 2 units down to find a second point. The point should be (3,1).
Plot both points and draw the straight line through them.
