Let's make the question easier by saying that you spend one dollar every second.  Then it would take 1 million seconds to spend it all.  .  .  1,000,000 divided by 1. . . Right?

 

But the question says that you are spending 50 cents every second.  So you need to do 1,000,000 divided by .50.

 

Move the decimal point two places to the right for both numbers and then do the division.

 

Your answer should be twice as long as the time it takes to spend one dollar a second. . . good way to check your answer.
