To be perpendicular to y=1/2x+3,
the slope has to be -2, since the product of the slopes of 2 perpendicular lines is -1.
Then it is y=-2x+K passes througn (-2, -4).
plug in the point:
-4 =-2*(-2) +k
k=-8
so y =-2x-8 is the line.
