The bars you are referring to (||) represent absolute value. Most calculators generally don't have absolute value keys.
Absolute value is defined as the distance a number is from zero on thee number line.
Thus, for example, |-5| = |5| = 5. The absolute value of any number or expression is positive.
| 3-h|+13 is actually an expression, not an equation. An equation has an equal sign and can be solved.
If you wanted to solve | 3-h|+13 = 20 for example you could do this:
| 3-h|+13 = 20
- 13 - 13
| 3-h| = 7 What is inside the absolute value symbols must equal 7 or -7 so you can make 2 equations
3 - h = 7 OR 3-h = -7
-3 -3 -3 -3
-h = 4 -h = -10
h = 4 h = 10
