Yes, the amount of milk and flour should be proportional. But you don't have the value of flour for the 6 oz of milk or the 15 oz of milk. So your equation will have two variables. Since they are proportional, you can make them equal. Something like this:
6/y = 15 / y' The question is what is y'? So solve it for the y' variable.
